C-2. Government-wide Communities of Practice      
 




Purpose


In July 2000, the Federal CIO Council tasked the KM Working Group to identify and develop three intergovernmental communities that would provide high impact results in a yearlong pilot project. The communities were to demonstrate the value of bringing together subject matter experts from around government on specific issues in order to share lessons learned and develop best practices.


In June 2001, three pilot communities were identified and began meeting as well as developing online collaboration methods. The Government-wide Communities of Practice SIG supports community of practice pilots in Federal acquisitions, e-regulatory forms, and diabetes in American Indian Tribes. Results of the three pilot communities will be published in June 2002.


The Pilot Communities


Electronic Filing and Regulatory Community of Practice: Led by the Federal Energy Regulatory Commission, this community has over 30 regulatory groups participating, including the SEC, FEC, and FCC. To meet collective obligations under the Government Paperwork Elimination Act, these groups must develop electronic filing systems by April 2003. The Electronic Filing and Regulatory Community shares lessons learned and exchanges best practices, including those involved in the development of the SEC's groundbreaking EDGAR system. Acquisition Community: Led by the General Services Administration and the Department of Navy, this community has 24 groups sharing expertise in new and innovative procurement practices. The Acquisition Community is sharing, examining, and discussing Sharing in Savings, Reverse Auctioning, and other practices. The POC for the community is Edward Loeb edward.loeb@gsa.gov


Indian Diabetes Community: Led by the Indian Health Service, the Indian Nations, and the Department of Health and Human Services, this group is sharing expertise in treating Type II Diabetes. Diabetes adversely impacts Native American's at a higher rate than any other group and its treatment and reduction is a specific program chartered by Congress. The Indian Diabetes Community brings doctors, nurses, and other health professionals together in Tribal Nations around the country as well.
